? A flowchart by Mager & Pipe (1984 !) is featured in all ROEM trainings. The flow chart focuses on determining whether training is an appropriate option for a performance problem, which must be a first question before any learning activity can even be spoken of. The tool is also useful as a general guide for selecting other options that are not training.
The added value of the tool are the guiding questions that can guide you through each decision point.

? This Dutch-language tool helps you get a broad view of the organization in which a learning question is asked. The purpose of the process facilitator is to check whether a raised problem can be solved with training or education.
Based on the answers to 6 organizational factors, this 'process facilitator' provides a score that can help you decide whether a learning activity is the right choice in this situation, i.e. whether learning is a solution to solve the initial problem.
